A public-interest governance pathway
Enforcement that answers to the public interest cannot be authored only by the company that builds it. This page states what we are prepared to cede, the participation rung we actually stand on today, and who we will invite to change the product.
The honest boundary
We have not yet co-designed anything with civil society. This page is an opening, not a finished framework. It states plainly what is invited and what power is being ceded, and does not attach a "participation" label to anything that only extracts input.
The thesis, grounded
What the technology can do
Produce an evidentiary substrate at the action boundary, a record that an AI decision was measured against a declared policy and stayed inside it. That substrate can support a right to contest an AI decision (GDPR Article 22(3); the SCHUFA line of reasoning) and a remedy pathway that explanation alone cannot.
What it can't do
Decide whether a policy was fair, or whether a remedy is adequate. As our own Provable AI page states, the eight rules "deliberately do not attempt to define fairness, privacy, human rights, contestability or social impact." Those judgements are not ours to make, and the substrate does not make them.

A route for affected parties to contest verdicts produced through Triodian-governed systems, designed with the people who would use it.
Transparency about who enforcement serves when institutional and public interests diverge, stated, not smoothed over. This is the test we expect to be held to.
A body holding some genuine, clearly-bounded authority, via the Casuarina Foundation, stamped "on establishment," never presented as operational yet.
The participation ladder, stated honestly
We will not claim collaborate or empower until authority is actually shared or delegated. Naming the rung honestly is the point of the ladder.

The Governed Commons is civil-society-adjacent, but framed as sector and consortium value, it is not this pathway. This is about public and affected-party interest, and participation here will be resourced.
